Ministers are also discussing whether pilots ignoring the obligation should be imposed administrative penalties.
"The requirement is likely to facilitate better observation and control of flights in the above-mentioned part of the border zone," reads the document submitted to the Cabinet.
The Transport and Communications Ministry also proposed administrative liability for disregarding the obligation.
The proposal is being discussed nearly three months after Swedish citizens unlawfully entered Belarus from the Lithuanian territory on a light-weight two-seat airplane and dropped teddy-bears. The so-called teddy-bear attack heightened tensions between Lithuania and Belarus and also led to expulsion of the Swedish ambassador from Minsk.
