Lithuanian Parliament backs President's veto on e-signing of legal acts

Laws and presidential decrees in Lithuania will continue to be signed by hand and not with an electronic signature. The Seimas backed President Dalia Grybauskaitė's veto. 67 MPs voted in favor of presidential amendments to the Law on Legislative Framework, seven were against, and 22 abstained.

Pursuant to the adopted amendments, all legal acts, excluding laws and presidential decrees, can be signed with a safe electronic signature in the Information System of Legal Acts.

The parliament initially wanted all legal acts to be only e-signed without exceptions. The president vetoed the bill. The president proposed keeping the procedure of signing laws and presidential decrees unchanged. According to Grybauskaitė, it would not be safe to discard authentic signatures for key state documents altogether.

Rasa Svetikaitė, presidential adviser who presented Grybauskaitė's veto, said the presidential mandate for signing adopted legal acts is traditionally related in all countries with signing of an authentic legal text with an original signature. And the preservation of such a document with such a signature is important not only for the state's legal system, but also carries a symbolic significance.
