He spoke after a meeting with visiting Ghor Governor Abdullah Haiwad in Vilnius.
"The vice-minister expressed hope that another nine districts of the province would be included in the process of handover of responsibilities for Ghor to the Afghan administration in May," the Foreign Ministry said in a press release.
In the end of November, Afghanistan's President Hamid Karzai announced the start of the second phase of transfer of responsibilities. City and district of Ghor's capital Chagcharan have been included.
The first phase of handing over the responsibilities was started in July 2011, while withdrawal of all foreign forces involved in combat actions should be completed by the end of 2014.
During the visit in Lithuania, the Ghor governor is also scheduled to meet with ministers of national defense and agriculture, members of parliament, prime minister's advisers on foreign policy and a visit to the Lithuanian Public Administration Institute.
