Northumbria police have release CCTV footage showing people under the influence of legal-highs in the city centre of Newcastle. The footage shows users stumbling around the city centre’s main shopping street during the day and night. The problem become so severe that Northumbria police, the city council and ambulance chiefs set up a “New Psychoactive Substances” taskforce in January to tackle the problem
