A Ukrainian was reportedly killed in a stand-off between Ukrainian soldiers and armed men in uniform, but without insignia, in the Crimean capital of Simferopol on Tuesday evening. The incident happened at a "Topographical and Navigational" facility in the suburbs. When an Associated Press (AP) photographer arrived at the scene, an ambulance was entering the facility. Crimean police and a so-called "self-defence" militia had secured the perimeter and kept journalists away. The incident came just hours after Russian President Vladimir Putin announced plans for its eventual annexation. Ukrainian soldiers, sailors and airmen remain surrounded at several military bases on the peninsula. The new Crimean government has said they have until 21 March to leave - without their weapons - or join the newly formed Crimean army.
