Justinas Kulakauskas, the head of a municipal company Vilniaus Planas, says he has already received authorization from the municipality to buy Hadid's blueprints, Lietuvos Žinios daily reports.

Asked whether Vilnius municipality would build the center by Hadid's blueprint, the municipality's Public Relations Division said: "The Hadid blueprint could also be discussed, should a decision be made to continue the project."

During a sitting on 30 October, Vilnius municipal Public Procurement Commission decided to appeal to the Public Procurement Service to purchase the blueprint by way of unannounced negotiations.

"The total projected value of the purchase could be 7 percent of the estimated cost of the Multi-Functional Cultural Center, i.e., 7 million litas (EUR 2m). The first part of the procurement could amount to up to 20 percent of the total sum, i.e., 1.4 million litas. The purchase should be financed from Vilnius City Municipality's Program 15," reads the application.
