Lithuania’s competition watchdog earns two-star rating from GCR

The Global Competition Review, the world’s leading antitrust and competition law journal, has awarded Lithuania’s Competition Council two stars out of a maximum of five for the third consecutive year.

“Changes in staff, more focused strategy and an increase in resources helped maintain consistent supervision program” the journal’s experts said in the latest review.

This year, Lithuanian and Slovakian competition watchdogs scored worst among 40 institutions from various countries surveyed by the journal.

“With a budget of just 1.3 million euros – one of the lowest budgets among the European agencies – Lithuania’s Competition Council has its work cut out,” the review says.

Šarūnas Keserauskas, who is highly regarded among Lithuania’s competition community, succeeded Jonas Rasimas as head of the council, and the authority saw an intake of 11 new staff, the review says.

“They now have some young and bright officials who can improve the understanding of business-related issues, but this also means cases are sometimes handled by quite inexperienced staff,” the journal quoted an unnamed practitioner as saying.

Rating Enforcement is Global Competition Review’s annual survey of the world’s leading competition authorities. This year, the journal surveyed 40 agencies from 36 jurisdictions around the world.
