Unofficial sources told BNS that Plėtros Investicijos offered to implement the project for 123.575 million litas (EUR 35.8 m) and the bid submitted by Fegda was worth 129.672 million litas.
Šarūnas Kliokys, Šiaulių Plentas chairman, confirmed to BNS that Kauno Tiltai, the largest road and bridge building company in the Baltic countries, held 75 percent of the consortium and Šiaulių Plentas owned the remaining 25 percent.
The public procurement tender launched the assessment of final bids on Friday, the Lithuanian Road Administration reports. Financial bids have not been made public.
Transport Minister Eligijus Masiulis told BNS that the contract with the investor was expected to be signed by summer.
“We are interested to do that as soon as possible – if the Finance Ministry makes no delays, the contract should be signed by summer and the works should be launched this year,” he said.
The future contractor will invest its own and borrowed funds in the project over a two-year period. It would be paid back in installments over 23 years. The contractor will have to build the bypass over two years and to maintain the road over 23 years.
The 8.3-kilometers long Palanga bypass road will be part of the trunk road connecting Klaipėda and Liepaja.
