The absolute majority of countries, bar a few very specific cases, admit that COVID-19 has caused a crisis within them and not just one of public health. Special, often unprecedented measures have been put in place. Meanwhile, the Lithuanian institutions’ behaviour is hard to understand and explain – peculiar decisions are followed by even more original ones and arising conflicts often appear incompatible with the severity of the situation. Are we truly leaderless and without a plan in the face of crisis, is chaos our real face?
