When reading his second annual address, President Gitanas Nausėda dedicated little attention to foreign policy nuance. Those interested in this domain or hoping for sensations were likely disappointed – 11% of the text is disproportionately little, considering that the president’s main constitutional powers lie precisely in foreign policy. Why did the president examine this area only to such a small degree? There could be several answers to this question.
