Before his appointment to Russia, Norkus served as Lithuania's permanent representative to the Organization for Security and Cooperation in Europe (OSCE).

Earlier, the diplomat held various positions at the Ministries of Foreign Affairs and National Defense. He has served as deputy ambassador to the United States and deputy chief of Lithuania's permanent mission to NATO.

The Lithuanian ambassadorial position in Moscow has been vacant since then ambassador Antanas Vinkus was elected mayor of the Lithuanian resort town of Neringa last April.
