Nongovernmental organisation representatives are watching with concern how the NGO development law’s content is morphing in Seimas. According to them, the long pursued changes in the sector to increase transparency are falling apart – the Church, while seeking to obtain NGO status, is also unwilling to present financial reports. The Lithuanian Bishops’ Conference (LVK) assures that the planned changes are actually aimed at small NGOs. Nevertheless, it has been surfacing that the planned requirements on internal bylaws would be intolerable for also the Church and its organisations. It is claimed that if the law is passed, the long-time activities of Caritas would be restricted.

According to NGO representatives, the changes to the nongovernmental organisation law that have been planned for a number of years now are very necessary.
