The agreement on the bloc was signed in Vilnius on July 17, 2012.

The Baltic bloc is meant to bring economic benefits to Polish and Lithuanian air carriers and space controllers, the Polish presidential chancellery has said on Tuesday.

Eight other functional airspace blocs are under development in the EU, some of them affiliating also non-EU states.

EU member-states were to create such blocs by December 2012 in order to streamline air space management, improve flight safety, and reduce costs.

EU Commissioner Siim Kallas intends to start penalizing the countries behind the schedule starting next fall.
