Some 27.2 percent of Lithuanian employees were low-wage earners in 2010, which means that they earned two-thirds or less of the national median gross hourly earnings, the EU statistics office said.
This was the third-highest proportion after Macedonia's 28.3 percent and Latvia's 27.8 percent. Further down the list were Romania with 25.6 percent, Poland with 24.2 percent and Estonia with 23.8 percent.
The lowest percentages were observed in Turkey, at 0.2 percent, Sweden, at 2.5 percent, Finland, at 5.9 percent, France, at 6.1 percent, Belgium, at 6.4 percent, and Denmark, at 7.7 percent.
The survey covers all EU member states, except Greece, as well as Iceland, Norway, Switzerland, Turkey, Croatia, and Macedonia.
