Baltijas Banknote failed to substantiate the unusually low value of its offer, 65,000 litas (EUR 18,840), the office said in a report.
Since the Latvian company had not provided a detailed list of price components, the contract could not be signed, it said.
The contract was signed on 20 July.
According to information on the central public procurement portal, Ukmergės Spaustuvė (Ukmergė Printing House), the other bidder, offered to do the job for 420,000 litas.
