61 lawmakers gave their initial backing to the agreement, there were no votes against, and three abstained.
The document stipulates the construction of a new bridge over the River Nemunas to replace the old bridge between Pagėgiai and Sovetsk.
"This bridge is in a damaged state, and the fact was recorded a long time ago. The need for a new bridge arose," Vice-Minister of Transport Artūras Štaras told the parliament presenting the agreement.
The Seimas Legal Department expressed concern over the provision that following its construction, the bridge will become the property of Russia's Kaliningrad Region. Seimas lawyers say this provision might run counter to the Constitution as all roads in Lithuania belong by the right of exclusive ownership to the Republic of Lithuania.
Štaras said that based on an unwritten agreement, the existing bridge also belongs to Russia.
"In this case Lithuania and Russia have amicably agreed that the so-called pedestrian-car bridge is run by Russia, and the adjacent railway bridge is run by Lithuania," the transport vice-minister said.
In his words, the new bridge will be 280.5 m long, with 122 meters in the Russian territory, and 157 meters in Lithuania.
"Part of the bridge is in the Lithuanian territory, but we agree that it belongs to Russia as Russia will build the entire bride co-funded by the EU," Štaras said.
The bridge is estimated to cost over LTL 100 million (EUR 28.9 million).
The bridge and its access roads are part of the European route E77 connecting Pskov and Budapest through Riga, Joniškis, Šiauliai, Tauragė, Talpaki, Kaliningrad, Gdansk, Elbing, Warsaw, Radom, Krakow, Trstena, Ruzomberok, and Zvolen.
