Prime Minister projects new nuclear facility will not create electricity surplus

A new nuclear power plant will only cover some of Lithuania’s electricity needs and will not create any electricity surplus, Prime Minister Andrius Kubilius projects.

“According to the data available to us, the nuclear power plant in Visaginas will cover approximately 40 percent of electricity deficit, which will emerge around 2020... We will not have any surplus,” he said in an interview to the Verslo Žinios business daily.

In the opinion of the Finance Ministry, the concession agreement is rational but the negotiations with the strategic investor, financial institutions, and project partners will continue until the signing of the final investment decision in 2015, hence the circumstances that will emerge by that time will have to be assessed anew, he says.

“That’s why we say that the state shall pursue responsible public finance policy since borrowing price will depend on the sovereign ratings. The project company will finance construction works from its own resources by 2015. We hope to be attractive under all European Union’s (EU) convergence programs in 2015 – as a country with decreasing debt and well-managed public finances. Then our borrowing price may be lower than now,” Kubilius said.

In his opinion, the highest interest on loans for the new nuclear facility might reach 7.5-8 percent.
