True or false? R. Karbauskis on parliamentary entry barriers: “3% is a typical practice”

With the elections nearing, opposition and majority parliamentarians have united for a single goal – proposing to reduce the entry barrier required to obtain mandates in Seimas. That said, the politicians view the decrease differently. Majority leaders say that in a part of the European Union, there are no barriers at all and a 3% barrier is quite frequent. Is this true?
