The conservatives and liberals say they do not approve of the program of the 16th government, calling some of its provisions "unfair promises." The groups also misses a clear division between the East and the West. The opposition parties say the program lacks a clear vision on how to stimulate the economy and nurture investment-friendly environment. They also find unacceptable high capital taxation, the introduction of VAT concessions, planned education and healthcare reforms, etc.
The Homeland Union–Lithuanian Christian Democrats have 33 seats in the Seimas, and the liberals have ten.
